Never mind the problem. I found that PHP won't use both the "--with-ibm-db2" option and "--with-iobc" option, it only can use one of them. So, I am creating 2 seperate apache with 2 seperate PHP and that will fix the problem. Unless PHP is willing to change the design to make it work with both seperate database softwares like MS-SQL and IBM DB2
