Think this would work?

       $rowcount = 0
       while($forum = $db->fetch_array($query)) {
         $forumlist .= ($row_count % 2) ? 
                       forum($forum, "index_forum") : 
                       forum($forum, "index_forum2");
         $rowcount++;
       }
