Have you checked apache's config file for:
AddType application/x-httpd-php .php
AddType application/x-httpd-php .php4
AddType application/x-httpd-php-source .phps
IIRC Apache denies POST to file types not registered for... Also it may be
possible that your OS upgrade has overwritten your (old, maybe handcrafted)
