IMHO these Oracle error messages mean that there might be something
wrong with your PL/SQL code.
As it talks about a "character set name": did you set (and export) the
NLS_LANG environment variable correctly before you started your web
server?
export NLS_LANG="FRENCH_FRANCE.WE8ISO8859P15"
or something like this?
