The filename is oraodbc.ini
Probably oracle odbc installer changed something in win2k environment and this bug 
appears.

To be honest this bug is real, but the solution changes sometimes.
The first time I saw it I changed blob option and it started to work, last time it 
happened I
renamed one Ora* (something) file on winnt and them de odbc driver started to work.
I'll check the file name and e-mail you again.

You have to disable LOB on ODBC administrator do avoid this crash
This bug affects all  php4x versions
