This problem does not seem to exist in PHP Versions 4.0 and earlier. When a module (in my case odbc) is included in the php.ini file, IIS hangs on start up, which somehow also causes Microsoft Management Console to Hang on Startup, as well as Option Pack 4.0 Setup/Config to Hang.
