Bug description:  scan_set_error_return MUST NOT be "inline"

compiling PHP under Tru64 Unix 5.1 (using cc) results in a error if in the
the function 
scan_set_error_return(int numVars,pval **turn_value);
is defined "inline void" instead of simply "void".
