Although './configure --help' reads
--with-config-file-path=PATH
Sets the path in which to look for php.ini,
defaults to PREFIX/lib
--with-pear=DIR
Install PEAR in DIR (default PREFIX/lib/php)
when I compile PHP with './configure --prefix=/tmp/php',
'make install' still tries to put php.ini in /usr/local/lib
and PEAR in /usr/local/lib/php. Apologies for not providing
a patch, but I don't speak autoconf yet.
