Bug description:  date('Z') seems to be wrong

date('Z') is returning -25200 on my system (mountain), even though though
the rest of the system believes it is in the pacific time zone (rightfully
so).  /bin/date returns "Sun Sep 23 01:09:17 PDT 2001".

configure line: './configure' '--prefix=/usr/local/apps/rf_php'
'--with-config-file-path=/usr/local/apps/rf_php/lib'
'--with-exec-dir=/usr/local/apps/rf_php/bin'
'--with-apxs=/usr/local/apps/rf_apache/bin/apxs' '--with-imap'
'--with-gd=/usr/local' '--with-mysql=/usr/local/apps/mysql' '--with-db'
