I tested apache 1.3.19 with php 4.0.5RC1 from www.php4win.de (phpinfo looks a little bit hacked?), no standby. Tested it with php cgi (3.1.17, 4.04, 4.0.5RC1) when a longer script is running, win goes standby after php timeout killed the script (which is a good idea I think). My guess is in module version something is not ending, even without a current script running?
