Perhaps this belongs in the URL related 
functions.

When fopen()-ing an URL that responds
with an HTTP 403 Forbidden, fopen()
fails with an Error 0.   There is no
way to distinguish this error from
a 'Not Found' type of error.

Workaround is to use cURL.
