You are assuming other people read the replies then, instead of rushing off
and getting the latest version of php :). Since there was, although for a
very short time, a 4.1.0 available (even though unofficial), it makes sense
to name the upcoming release 4.1.1.
A single line of explanation on the download page or in reply to questions
could easily explain things to people, whereas it is much more difficult to
respond to bug-reports with the question 'did you use the unofficial or the
official 4.1.0?' and all the hassle that will follow...
