inspired by a suggestion made by garth dahlstrom, i've added a basic
voting mechanism for bugs. there's currently no reporting on the voting,
but since there aren't any votes, there's not much to report. right now,
the results of any voting are only available on the page for that bug.
obviously being able to order bug searches by number of votes or voted
severity would be nice.

suggestions on other ways to use the voting results are welcome, as are
suggestions for the bug system in general. just file a bug (as a
'Website problem', for now -- i'll create a new category eventually).

for the curious, here's the short list of things i plan on adding to the
bug system, as time and motivation permit, unless someone else gets to
them first, roughly in the order i'm likely to do them (but feel free to
vote on the bug ids for these tasks to let me know if you think one task
is more important than the others):

- split out severity from status and categories (bug #13311)
- get list of categories into a table (bug #14813)
- open commenting (bug #14812)
- redesign bug display/editing page
- redesign advanced search form
- an easy way for marking bugs bogus and using canned explanations for
  why the bug is bogus (bug #14815).
- close bugs based on cvs commit messages.
- set up mailing lists to bounce replies to bugs (either into the bug
  system, or to the sender with directions on how to add a comment
  through the bug system).
