"Feature Request" is in the "Type of Bug" drop-down list. It's the third item.
You'd have to use OpenSSH/SSH for secure FTP, I would think, not OpenSSL. Don't know how hard it would be to implement. (Never worked much with the OpenSSH library, although I use SSH/sftp/scp all the time.) I'm thinking it would be better to have a seperate extension for it, though, rather than implement it in conjunction with the standard ftp functions, because they're different enough to warrant it.
