Speaking from a developers view I found it quite handy to
look in current dir first (testing bugs from bugs.php.net,
for every category I've my own dir with php files and
php.ini for special settings, like module load). But then,
what does the developers view count when it's a possibly
security prblem in real life? . Hum ;)
