Maybe suggest to our friend that he learn some HTTP. It sounds to me like he just wants to do a protocol-level redirect.
Of course, it's a bit difficult to discern anything useful, but that's what I got out of it. Of course, PHP already allows this, but it's not disguised as a proprietary function.
