Yes, in general I'm against adding forced Reply-To headers by mailing list software, too (having read "Reply-To" Munging Considered Harmful). But normal posts to php-cvs are automatically generated cvs commit messages, so how about adding the reply-to header to them only? This wouldn't hurt anyone who really wants to post to php-cvs and it would lead the discussions of the cvs commits to php-dev.
