It can be enabled only when the user compiles PHP with --with-apxs2 or --with-apache2 anyway right ? so I agree with the idea to leave it there and explain that it is not supposed to work in a stable way... it won't bother users that don't try to compile it with apache2 support and for the other ones, they'll know what to expect anyway... it's just my opinion.
