It doesn't mean that it has to be in the CVS tree, by the way - if we 
decide that checking out libxml (or untarring a certain version) is a 
standard part of getting a PHP source tree ready for development.  From 
what I hear, putting libxml in our CVS is really a bad thing to do, because 
it's a very active project.
