The one problem with that, is that a fix then should be applied to HEAD an 
STABLE branch.

This doesn't always happen - even when it's possible, so it makes good 
sence to put this
in CODING_STANDARDS, along with the name of the STABLE branch.

What will come of it, only the future can reveal.
