Not really - for me everything is fine - see below.

Check your Makefile, it should contain the follwoing lines:
test: sapi/cli/php
         @TEST_PHP_EXECUTABLE=$(top_builddir)/sapi/cli/php \
                         $(top_builddir)/sapi/cli/php -c php.ini-dist 
$(top_srcdir)/run-tests.php

IF not cvsclean/buildconv?
