No "need" doesn't prevent the user from doing so, especially since you don't bundle the sabcmd utility (I use it frequently to identify if it's a php bug or Sablotron bug or use it as xslt processor in an editor like XML Spy). Further more, you don't have the JavaScript functionality. There is much to say for downloading the Sablotron package, rather than using the bundled dll. The name change in expat, has the potential to become a support nightmare (remember the xmltok/xmlparse age).
