Yes. Sounds like the best way to do it.

We do need 'some' mechanism to test if it works. Test can then be expanded
to whatever implementation arrises.

Shall we make the description GNU Libiconv blabla ?
When the ICONV_ constants are available, we can SKIP it when non-gnu is
detected.
