I'm new to this list, so I don't know if the topic has already be discussed.

A big problem for me is, that many ISPs have the XML extension not
installed, preventing me from using it. If you don't have you're own server
you never can be sure if XML works or not.

This confusion could be removed, by making XML in php built-in or statically
linked, like mysql.

After all it's as important as mysql, I think, and exspecially for the
enterprise developers, php want's to address in 5.0 (that are used to
Java/ASP.NET) it's a basicly needed feature.

SOAP also would be cool, and as PHP is more wide-spread than JSP or ASP on
servers middle-class businesses or private people can pay for, it inclusion
even could help webservices :-).

Is there any reason not to do it?
