No reminder, no E_WARNING. People should read the docs and,
pcntl is still EXPERIMENTAL after all.
But what I think after all would be a could idea to mention
this little info in the NEWS entry (that ticks are needed)
and refer them to the documentation from there. People will
start from the NEWS file first.
