Some settings cannot be hardcoded. Granted. Some we may want to hardcode for run-tests.php. Granted. php.ini-dist is not the one to do it with. It's purpose is to provide the default settings, for the DISTribution. You'll get discussions on what is better for run-tests.php, "and it shouldn't matter for distribution defaults". Not a good idea. If there should be something to fix, via an ini file, than let's use php.ini-test. But let's agree on this FIRST, before changing stuff in files, that are maintained by people knowing core best, and/or which affects behavior accross the distribution.
