So, I had a look at whether pure numbers would support the
    suggestion that quoting behaviour was not up to speed on this
    list.

    Considering the last 888 emails to php-dev, the script found
    the following quoted/original ratio:

     1%: >= 17.25
     5%: >= 6.25
    10%: >= 3.50
    15%: >= 2.75

    I.e. 5% of the emails contain at least 6.25 quoted lines per
    single original line.

    (Empty original/quoted lines are dropped.)

    The script also looked at 10% of the messages with the
    highest ratio.  It computed the average ratio for these
    messages per sender.  The top 10 follows :-)

    (For a realistic picture, I dropped records with a single
    posting, because those are true accidents.  Otherwise, Thies
    would have won with a ratio of 60.08 in one posting.)
