No, I will say that this is a half-measure to desperately keep current status quo. But you're right - people may don't use tags or do it wrong. In the case of forum it is much less of a problem, because the user must select a category (so he can not forget it) and it is much easier to choose the correct category (because the list of it is easily accessible).
