No, I will say that this is a half-measure to desperately keep current status 
quo.

But you're right - people may don't use tags or do it wrong. In the case of 
forum it is much less of a problem, because the user must select a
category (so he can not forget it) and it is much easier to choose the correct 
category (because the list of it is easily accessible). And finally, on
forum mods can always move topic to the correct subforum - you can not do it on 
mailing list.
