The best thing to do, IMO, is to call a vote:
Do you want the FIG structure to be changed towards a working-groups
one, with contributions extended to non-members?
(You can formulate it in another way, generic enough to allow a
discussion around the "3.0 form", but with at least a view of the target)
Those who don't agree with the result will be free to leave and create
another group if they wish.
