Normally there would be an expectation of a 2 week discussion before
calling the Entrance Vote, but under the circumstances I am fine with
skipping it in this case and just opening a vote to confirm the PSR-15 WG.
Anyone feel a need to wait, or shall we just have Matthew open a CC vote?
