The workflow for amendments is clarified in the related bylaws: https://www.php-fig.org/bylaws/psr-amendments/ Larry is the editor of the PSR, so he has the authority over this stuff. Paul, I would advise you to reach out to Larry privately and discuss what to do about this topic.
