To me the PSR and PER are regarding one solution to a problem. The PSR being "just" one solution, the PER regarding changing solutions, but still to one problem.

Attributes though can provide different solutions to different problems.

I see your point. In my view there was only one single broader problem to solve, which is defining a set of common attributes to improve interoperability of the most widely used SA/CS/etc PHP tools.

Then the working group would be in charge of defining the evolving list of common attributes that would benefit the community at large.


BUt I am looking forward to how others see that!
