I did an update to of the PSR-5 meta data.

@LeTraceurSnork, please read the meta-data, as it has been updated in the 
previous edits. PSR-5 no longer includes the tags, but just describes the 
format. My approach will be to make it more abstract to make it more like a 
specification for parsers rather than a tag description. You are correct, 
that would be better covered by a PER. Which I will propose once we get the 
PSR-5 standard approved.
