I'll admit now that I have not read the relevant RFC so I am open to
corrections.

strtoupper(dechex(ord('\\1')))) ",$body);
i.e. =, ? and _ symbols are replaced with an equals sign, followed
by the ascii code for the character required (in uppercase hex).
