[PHP] ignored =?iso-8859-1?q?php.ini=3F?=

Hello,
       I have php 4.3.2 running as isapi module on windows 2000.
I have a php.ini in d:\winnt

but when I edit it the output from

 <? phpinfo(); ?>

is as before.

Any hints? Many thanks in advance, bye
