If you allow me to make a comment, I think that perhaps the size of the list makes is difficult for everybody to be aware of and stick by the guidelines. In smaller lists this might be easier. Maybe an idea could be if the organizers could send a message or reminder (weekly perhaps?) reminding us of the main guidelines such as trying to put meaningful titles in the "Subject", doing research before posting, reminding of the php.net manual and the url of the archives, and the like.
