I don't know if such an animal exists? I use Windows Wordpad as a text editor. Then I use Microweb from: http://www.indigostar.com/microweb.htm You might want to download a newer copy of PHP from http://www.php.net/downloads.php This is lilkely not what you are looking for, but will do a very nice job working offline.
