Odd. To be sure it's using the conf file you want, have you tried starting Apache with the command.....?
/path/to/httpd -f /path/to/httpd.conf
I tried your suggestion but the system won't let me modify it even with su permissions. I'm too tired and frustrated to continue tonight. Clearly, the installer must have messed something important up so I'm just going to reinstall Panther tomorrow (have to partition my drive anyway so what the heck)
