For 1, I have checked the exim doc, it is ok to call exim directly. For 2, How can I deal with this ??? Would you tell in details, pls.

If exim is owned by user 'mail' or 'exim' - the defaults - and you're trying to call it with user 'nobody' or 'www' or whatever your default apache user is, you're going to have a problem, aren't you?
