I believe 'run-parts' takes a directory as argument. Try:

1 * * * * root /usr/bin/php /var/www/html/cron/testcron.php


Also if you have:

#!/usr/bin/php

as the first line in testcron.php (and make it executable) then you can use 
simply:

1 * * * * /var/www/html/cron/testcron.php
