I haven't ever compiled on FreeBSD, but, on Linux, I usually configure
and compile Apache first, then PHP with something like this (of course
with any other options you want)

Apache:

$ ./configure --prefix=/path/apache --enable-module=so
$ make
# make install

PHP:

$ ./configure --prefix=/path/php --with-apxs=/path/apache/bin/apxs
$ make
# make install
