Well the servers do indeed have firewalls! But why would this beFTP operates on two ports, the first is for the control connection and it's on 21, the second one is for data connections and it's chosen randomly (in most cases), the port chosen may be blocked by the firewall.
intermittent and how can I get around this WITHOUT removing the firewall :)
In fact it's quite common to see firewalls that have port 21 open but the firewall administrator has completely forgotten about the data connection.

I have a php file that regularly connects to a number of servers in turn
using php's (ftp functions) and downloads files using ftp_get(...). This
usually works but often it just fails to download a file and ends up
a timeout error. Also it seems it can be any file.
