code you can try.
Format: <a href="http://www.news.com/article.php?aid=4">News Article</a>
<?php
$articleurl = "<a href=\"http://www.news.com/article.php?aid=4\">News
Article</a>";
$broken = explode("\">", $articleurl);
$modified_url = "$broken[0]\" target=\"_blank\">$broken[1]";
Result: <a href="http://www.news.com/article.php?aid=4" target="_blank">News
Article</a>
