My best suggestion is to give the FBI a quick call or look at their web site. Although the orders may be foreign (what location comes back when you put the IP address into http://www.geobytes.com/IpLocator.htm), as far as I know, this is something the FBI can handle, and if they don't, I would expect they know who does.
