You cannot detect directly, but you can do
1) Send e-mail ask user to reply
2) Get mailer header from e-mail, then decided if it support HTML e-mail
However, I think it would be more appropriate to let the user choose mail format
via. web site.
It's just a matter of writing a URL in mail.
