Year shouldn't be a multiple
At the beginning of the second two selects:
<option value='blank'></option>
in your check:
if ( isset($_GET['state'] && $_GET['year']<>'blank' && $_GET['term']<>'blank')
{
//ok, they selected something in all three of those so lets run
some code here
} else {
//they didn't populate all three selects, spit an error message at them
}
