It should be possible, since PHP has full socket support. I googled a bit and then checked the PHP Resource Index, and found the following: http://php.resourceindex.com/Complete_Scripts/Instant_Messaging/ which doesn't give us the information we're looking for, so I'd suggest taking a look at the Perl libraries for ICQ/AIM and other IM clients that you can probably adapt to PHP without too much work.
