This is something we need to be app specific so don't really want to do it
globally like chanse the php.ini or something.
stick this:
php_value auto_prepend_file '/path/to/prepend.inc'
php_value auto_append_file '/path/to/append.inc'
in /path/to/your/app/specific/stuff/.htaccess
