Do the file system and directory functions, perform the file system command 
relative to your OS.

e.g.
does the internal code of the function:
rename("oldname", "newname");

do exactly (in unix file systems):
`mv oldname newname`

do exactly (in windows file systems):
`ren oldname newname`

If not, how does it do it? Also, if one disables users from using ``, are all 
file system and directory functions disabled to?
