I don't think you can set it at run-time, at least it wouldn't make
sense to me... looking at PHP it has the following semantic:
PHP_INI_PERDIR
So you can't :) But the following might work without having to edit
a .htaccess:

while( ob_get_level() )
{
ob_end_flush();
}
?>
